The Canon M50 is a good vlogging camera. You can get one on the Canon refurb site and save a bunch of money. Get a Rode VideoMicro to attach to it for better audio and an Aputure AL-M9 mini LED light.
Similar to the M50 (dimensions and spec) is the Canon EOS 80D.
Note that the 80D is manual focus if you use the HDMI video output but is auto focus for internal recording.
Why Canon? Normally you can get quite cheap second hand lenses, in good condition. EF-S lenses, which fit the 70D, 80D, 90D are more common than Canon M lenses, second hand.
EG: an 18-55 mm EF-S lens to fit an 80D starts from Β£45 second hand (new they're Β£179).
Good places to look for second hand cameras (in general, in the UK) are: London Camera Exchange and Wex Photographic.
Can't recommend Sony, Panasonic, Fujifilm, Nikon as I've only used Canon.
