Agreed, I rarely upgrade on each version unless it offers something of value to me. Cubase 10 didn't offer anything over 9.5 for my workflow, so I continue to use 9.5 without issue. Cubase 4 still works perfectly on Windows 10, I could still be using that if I wanted.
I will admit that the upgrade prices get steeper and steeper if you don't upgrade often, but you can always just wait for the 50% off sales that typically happen once a year if you're patient.
