No they tend not to add new functionality to old plugin as nothing breaks backwards compatibility like new features.
However, they are constantly addressing bugs and performance issues and making sure that even their oldest plugin in the oldest project will still open up okay in today's DAW... providing the DAW itself can open the project.
Point is though, when they decide to make something they stick with it and will continue to work on it into the future. That's what they are so popular with big studios. Reliability.
I never got into NI Absynth as I was waiting for a more recent update to reassure me that they intend to stick with it and not drop it. Even M1 support would have been something. Anyway, just recently they announced that they were discontinuing it. I'm really glad I ended up holding off as I have no sessions relying on it.
Had it been a Waves plugin I wouldn't have hesitated as giving the Waves reputation, they have never abandoned their plugins. They won't abandon Cosmos either.
