For that kind of money, I'd suggest subscribing on a monthly basis to Eastwest (I'm not sure if there are other orchestral lib developers doing subs), downloading the Hollywood Orchestra (or whatever you want), work fast and cancel the sub when you run out of dosh!
Realistic orchestral libraries cost hundreds of dollars, unfortunately.
Personally, I want to gather some money to pay for a yearly subscription (200/300$ depending on sales), do as much work as I can, and if I'm lucky enough to make some money out of the pieces I make, buy a couple essential libraries from them afterwards when they're in discount. That seems like the best solution if you're cash-strapped like me.
