I have heard with win 11 they will release new CPU s as well (Alder Lake) They claim a greater performance with win 11 and these CPUs... We will see.
Microsoft and Intel both need to convince people to keep buying Microsoft+Intel systems over the next few years while they try to catch up with Apple's disruptive M series chips. I think
the collaboration on Alder Lake is an element of this.
Well, that's my theory at least.

Obviously the default and simplest path is free upgrade for those eligible.
But, yes, you can clean install. Check out
this and
this.
Not sure there will be much to gain though, unless there are issues with your Win10x64 or you're moving from some other OS. Back before Windows 7 doing clean installs regularly seemed to fix a lot of accumulated issues, but this seems to barely be a problem since at least Windows 8.

i will not test it for myself yet, for sure
I'm going to be fairly conservative about moving. My Win10x64 setup is very stable and carefully configured. I hope to see a few incremental updates to Win11 before I move, as well as giving software vendors a bit of time to test and sort out any quirks.
I'll move to Win11 in due course, but I don't have a particular need to rush, so I shalln't.
