But isn't that how Logic used to be? You used to be able to buy things like the EVD6 / Space Designer on separate discs from Emagic.
Then Apple bought Logic from Emagic, and bundled everything together. From Apple's perspective, breaking up the bundle again would be a backwards step.
Also, the Logic instruments are not traditional Plug-Ins - they are part of the app. They'd either have to:
a) Remove them from the app and re-code them as Audio Units.
or
b) Leave them in the app and have them as unlocks via purchased license codes.
Perhaps a) will happen... dunno. Would Apple really want to get involved in the AU business? It's bad enough waiting for Logic fixes. What would happen if their plugs were suddenly available for users of all DAWs? It would be a mess unless they changed the way they deal with bug reports / customer communication.
Also, wouldn't switching to AU mean losing some of the key benefits of having the instruments built-in? Saving assets in the project folder, for example.
b) seems very undesireable to me. Logic Pro as it stands seems to be all about providing value for money with loads of bundled content. Breaking it up into unlockable chunks would confuse things I think and make the app less attractive. We already have Logic Express. Doesn't that cater for those who want a more streamlined package?
