I think the rupert neve designs portico preamps are very good for the money especially second hand, it's not really a 1073 but it still has the neve flavour without being too overpowering, the silk on it is great, BAE make some great 1073 clones they are the best I have heard, also like their API flavour preamps.
Not an exact replica but pretty close. You can get some cool sounding distortion out of it (can be used as kind of an effect box that way).

I think they addressed a lot of technical issues in the mk II. I've never had any problems.

I think Don Classics, Sound Skultor, AML, Golden Age Premium etc etc really have the quality vs price bracket nailed. Any cheaper in and you are in Alctron and Behringer territory, which I think is too low grade component wise.
A less obvious bargain would be a used Louder than Liftofff Silver Bullet MK1, because its a stereo pair of Neve AND a stereo pair of API, plus you can use it as a fantastic saturator
