Hi there. Can you use the markee tool instead of the scissors (it's a cross icon)? You just double click to cut. Let us know if this fixes the issue. Honestly I don't know what's causing. If you can also change the Drag menu from X-Fade to "No Overlap" it might help.
Is Flex engaged as well? If it is, try bouncing down the track before performing any edits.
