headphone low output

i amusing a project mix io and a yamaha/steinberg mr816 both have very low output volumes on the headphone jacks.they are loud enough to mix from but not for tracking. is this normal. i bought a cheap headphone amp "Millenium HA4" i though this would boost the volume to a useful tracking level but no. would a "Behringer HA4700" do a better job. thanks

May be your headphones are a high impedance model as in 600 or 250 Ohm?

I have one of the Behringers and it is very loud, I could never use it full up. It's a little noisy but fine for pumping it out to the band tracking.

24ohm cheapy sein's and 32 ohm vic fifth iso's. The amp is a Millenium h4a cheap job but though it would give some boost
