Yes, the X32 does have the routing capabilities to do what you describe. Since the local mic preamps are routed to the XUF Card Outputs by default, all you have to do is change your inputs on the HOME screen of the ROUTING menu from “local” to the “card” inputs. Now your DAW is “inserted” in the signal chain, just after the preamp and A/D conversion. We have a video on YouTube that shows this with Waves Multirack, but the same setup would apply to other programs. You can find it here:

Regarding using Reaper for live plugins: A program like Waves Multirack or Live Professor almost always will have better latency than any full featured DAW.
It also depends on what plugins you plan to use. Plugins have their own latency which can differ from one to another. This is why the Waves Multirack program allows you to measure and compensate for this latency, much as “Automatic Delay Compensation” works when mixing in a DAW.
