My wife works with publishing in 8 different Asian nations. Cell phone providers (i.e. ATT, Verizon, etc... except their versions) are the content providers (music, video, etc.). They also do all of the accounting of royalties paid out to the various publishers, etc. It's a great system. Unfortunately, it means all of your music is on your phone, rather than having a "hard copy" for your home use. However, with the direction and needs of end-users, it's by far the best way to go. Very little to no piracy with this system... you can't share the song between phones, once you get rid of it you have to repurchase, etc. That's been our experience.
