Majors do it more often then you think but usually its not done for effect, but because they just want it to sound a little faster. Its not like they planned to record it slower, they just suck and can't make production decisions at right time in the process of making a record.

sometimes when composing a beat i'll slow down the tempo for detailed listening if i think somthing is wrong. Then put it back once ive worked it out.

Reason I say that is because the original sampled voice "sounded" older. like it was an older version, the artifacts of the sound sounded older. You listen to the new version and it sounds like a young chick they hired to come in and sing that part plus you didnt hear any music in the background of the voice sample, where the original had music playing when that part came.

Yes, I agree, im almost sure this is what happened.
