After doing some digging and ordering some new parts, I fixed the issue. U25 on the PCB needed to be replaced. U25 and U26 are JRC8080 IC's and responsible for the balanced outputs on the unit. After replacing the faulty IC the unit is in tip top shape again. I have included the new plots showing the flat frequency response and THD.
For any one looking for a good internal tear down on the SSL2, here is a great link:

Very good work my friend, I used to work for the IBEW local 1212 WCBS and yes both Military and Civilian broadcast tested equipment was sold to Japan as well as an agreement to train the Japanese on how to control their crazy broadcast signals blowing out televisions in the 70s with Godzilla junk both out of synch as well.
From what I understand, SSL 4ks used these same parts then, SSL's best Mic Pres are the 9K series, which Peter Gabriel most likely installed on his 4K boards, as well as Massive Attack, the Rolling Stones, Paul McCartney etc., along with using preferred mic pres at times (Avalon, Focusrite etc etc)., because the real consoles allowed you to swap everything from Pres, Eqs, etc.
example: Real World Studios of Wiltshire, England, installed a new, custom-built Solid State Logic XL 9000 K Series console in its main studio (replacing an SSL G Series board),

The parts you just exposed been faulty is not good news, SSL should recall them or offer a fix kit,
Hopefully the new SSL 9Ks are announced and they beef up these units, but I doubt they will go public about this until they sell their batch of 4k units.
So if you guys are expecting a new SSL USB/USBC in the future its the SSL2-4 9K USB interfaces...but dont hold your breath, you may want BOTH 4Kv2 (fixed) and 9K as they both have a unique sound....
My ultimate request is that SSL make Modular ( swappable part ) USB units so we can combine 4k, 9k, G, J etc. , at least a professional version, im willing to pay $300 for this, I know some are willing to pay 1k, but SSL strategy atm is to sell more units and smash the market, stamping their name and legacy to remind us all that Mackie, blah blah are washed down copies taking shots at lower cost markets in the past, not bad but SSL is SSL so forget your waves and Plugin Alliance emulations, the real plugs and hardware is here, the company realises that they can sell more of these then a dozen consoles.
We know the success of any product is to sell less high quality products at a high market price, like a rental agency lying to everyone about how many properties are available, they show less and rent and sell more this way, other wise they would be working 45 hours a week with clients who cant decide if they want a sunny window from the east north or a balcony etc.
We are all forced on line so why not make the best of it now right?, Apple wants to force developers to make both IOS and OSX apps as the IOS platform secured their work from hackers, Apple has enormous control over their iPad pros and phone market, even a monopoly, but im sure subscriptions will be a way Pro Tools will choose to get our money.
I say buy the SSL2 and hopefully these issues get ironed out some how...cause when the 9K is released you will want both.
