Cubase 6 Elements and elicenser problem

i just purchased and downloaded cubase 6 elements.
on steinberg website doesn't say that i need a usb elicenser. the instruction tells me that i have to put the activation code into soft elicenser (which it recognize right away that it's cubase 6 elements) then when i press next, it tells me that the software cannot recognize any physical usb elicenser.
i searched the net and some people say on steinberg forum that there is no need for a usb key. but some people have the same problem as i do with no proper answer on steinberg forum. i just called long and mcquade store and the person told me that i need the usb key (Which if i buy i cannot return).
so people help me to come out of this confusion and get my cubase 6 elements up and running

I'm pretty sure that AI and Elements don't need a dongle: the e-licenser will suffice. Artist and the full version, however, do.
