would an e906 and e614 get the job done for cab and ambient micing of an electric guitar cab ?

I have NO experience in recording and would like to stay withing the $400 ish price range for a pair of mic's, one for cab and one for ambient micing'

Those are basically the same mic, small dynamics. They're really made for close micing. You'd really want to use a large condenser for the room mic. You could go with the e614 or even an sm57 for the close mic and an inexpensive condenser like maybe an MXL V69 or a blue bluebird for the room mic. Something like that. There are lots of inexpensive choices for large condensers these days.
