Budgeting for accoustic treatments...

Currently I'm costing up 3 audio post studios for a friend of 3 varying budgets (he's getting some funding and has investors but as of yet the amount isn't confirmed). I'm not clued up on acoustic treatments and I'm a little wary of ringing any companies as he doesn't have a building in mind yet so it's hard for them to give me an answer.

Roughly what would £30,000 get me? Is it unrealistic to hope for a control and live room to be designed and constructed?
