You originally said you were using the 7483. So replace with the HC version, 74HC83. The 283 is a completely different pinout.

which should be replaced by the 7483J ( or better / newer ) ... please look at first post attachment MCI Bulletin

So I suggested to you that you should use the HC variation. Here are a couple on Ebay. $8 odd.

I suggested HC because they run much cooler. Also, I suspect MCI were probably grasping at straws suggesting the ceramics, because nothing in that machine should be that hot. Why not try the HC? Do you actually have a problem, or are you just going on the service bulletin?

Did you ever hear about and consider about simply mounting a DIP-heatsink ?

BTW, best is to follow Radardoug's advice.
