More that just synth programming but the Dance music manual by rick snowman is a really good place to start. Also has genre tutorials, lessons on how gear works and how to set it up, everything you ever wanted to know about midi, mixing and mastering drum patterns.
Look out as the third edition is more hardware centric and more about early 2000 music and the forth is more hybrid centric and modern.

not a book, but a decent site for beginners to learn the basics:

Electronic Music Interactive, 2nd edition
