Tama's Starclassic kits are pretty much unbeatable for the money. The hardware is amazing, they stay in tune, and they sound great. I do a lot of metal/hardcore/hard rock, and most of my favorite heavy drum sounds have come from Starclassics.

I'd recommend hunting down an all birch kit if you're doing faster/more technical stuff and need more punch and attack, or a bubinga or birch/bubinga if you're going for a bigger, deeper drum sound. The maple Starclassics sound great too but don't have the attack of the birch or bubinga kits.

Don't forget to budget for a great snare drum!

If I were you I'd get a kit without the snare it comes with and spend that money on a great snare. That said, I'd be curious to read suggestions on snares that are good for playing metal.

This is good advice.

I like metal snares for metal and hard rock, simply because they generally have more to offer in terms of volume and attack, and tend to resonate more (as opposed to wood snares, which are usually drier sounding), which helps them sound big when they have to start competing with huge guitars.

A few nice metal snares:
Dunnett Titanium or Steel
Ludwig Supraphonic / Black Beauty / Chief
Joyful Noise Brass
Keplinger Steel / Iron
Tama Bell Brass
